Yeah, so Tyler Gaffney pulling Josh Smith down by the hair is flagrant. But I'm pretty sure it's not a real horsecollar, as the officials described it on the penalty. I'm also pretty sure the hair is part of the body and not the gear. Looks like Pac-12 officials were being overzealous, as they've been prone to do this season.
